By virtue of a Special Order dated February 26, 2008 and in his capacity as Deputy Mayor, he was tasked to coordinate all actions relative to personnel management for an expeditious, efficient and effective result.
As Deputy Mayor, he also represented the City Mayor to various official and social activities including the Palarong Pambansa 2008 held in Puerto Princesa City,
Palawan.
He was also included as Vice-Chair for the Search of the Outstanding City Employees CY 2008 to be recognized on the occasion of the 437th Araw ng Maynila Celebration.
From May 5 to 9, 2008, he was designated in concurrent capacity as Officer-In-Charge of the Office of the City Administrator. For the short period of time, he was able to initiate the implementation of projects and proposals relative to personnel management.
He is likewise involved in civic and private organizations such as: Philippine Management Associations, University of
Sto. Tomas Management Association, Rotary Club Intramuros, Brotherhood Christian Businessmen & Professionals, Makati Business Club, and Supply Officers Association of the Philippines .
Mr. Silva is married to Eleanor V. Silva, a successful businesswoman. They have been blessed with four children who are also successful in their chosen careers.

JOSE L. SILVA
Born in Manila on October 9, 1947, he completed his elementary and high school education in San Sebastian College, Manila. He entered University of Sto. Tomas and graduated with a degree in Bachelor of Science in Commerce major in Management. He also took two months course on financial management at the De La Salle University and continuing education at the University of Sto. Tomas to further enhance his knowledge and skills in the business world.
He started his career as a Cashier at the Air Manila, Inc., and he also worked as Auditor for the Belgor Inc and Mindanao Nickel Mining Corporation. He transferred to Asian Veterans Development Company in Jakarta, Indonesia where he served as an Internal Auditor, rose from the rank as Purchasing Manager and later on as Assistant General Manager. He became the President and General Manager of various companies like the Phil-Ital Trac. Inc., East-West Travel & Tours Inc., Intramuros International Impex Inc.and Director for the First Merchants Investment, Inc. He also served as the Administrator of their Family Real Estate Properties.
After twenty-three long years of being a successful businessman, and having the eligibility and heart to serve the public, he officially joined the City Government of Manila. He was appointed by the Honorable City Mayor Alfredo S. Lim as Executive Assistant III in the Office of the Mayor on July 1,1992 , and because of his solid experience in business and management, he was designated as the Officer-In-Charge of the City General Services Office in the same year. He was also designated as Assistant to the Secretary to the Mayor in concurrent capacity on April 15,1994 and having possessed the desired qualifications and expertise needed by the City Administration to effectively manage the affairs of the City General Services Office , he was later on officially appointed as City Government Department Head III ( City General Services Officer ) .In 1998, he was designated in concurrent capacity as Officer-In-Charge of the City Administrator and later on reassigned to the Office of the Mayor and was designated as Assistant Secretary to the Mayor and took charge of the Special Projects for the City of Manila .
During his stint as a Department Head, he was designated as Chairman and headed various committees like the City Rental Committee with the functions of determining the reasonable rental rate for each and every private property being leased or to be leased to the City, Pre-qualification of bidders for the collection and disposal of garbage in the City of Manila and Uniform Committee.
He also served as Vice- Chairman on Committee on Tourism in the City of Manila to oversee the supervision and regulations on tourist-oriented establishments, Committee on Patrimonial Properties, working Committee on the information and dissemination in the establishment of Moral Recovery Program, Committee on the establishment of Ospital ng Tondo I at Del Pan Area which is now known as the Gat. Andres Bonifacio Memorial Medical Center. And has been an Ex-Officio Member of the City Personnel Selection and Promotion Board .
Armed with the skills and passion in arts and culture , he was also included as Member of other working committees like Cultural Outreach Program “ Aliw Sining at Karoling sa Maynila “,Special Committee on Manila’s Sister City Relationship, Executive Committee for the Manila Film Festival and Centennial Movement Manila Chapter. He likewise, served as Member of the Committee on Awards for Supply and Property Management, Technical Committee on Prequalifications, Bids and Award Committee, AD HOC Committee on the bidding of stores spaces available at City hall , Appraisal Committee, Kabalikatan sa Kabuhayan Projects, Committee on Wise use of expenditures of PAGCOR funds in the rehabilitation and conversion of Ospital ng Maynila into Medical Center, on the establishment of City College of Manila as Interim General Services Officer , Performance Audit Committee, , Interim City Personnel Selection and Promotion Board , Records Management Improvement Committee.
He became member of the Board of Management on KAMADA (Kabataang Maynila Development Academya and Board of Trustees of Ospital ng Maynila.
Upon invitations of various organizations and agencies around the world, he represented the City government in the Second Annual Asian Chamber of Commerce Business Conference held in Las Vegas, Nevada and the Business Partners City Round Table in Hongkong. He also attended trainings and short courses conducted by various private and government agencies on Contract Management Training; Procurement Management; Supplies, Materials Equipment & Procurement, Public Bidding Problem and other seminars related to supply management.
For almost nine years, he served the City with pride and dedication which earned him the great respect of his colleagues, however, he tender his resignation from his position on the closed hours of July 31,2001 and returned back to his private life as a simple citizen and concentrated on his business.
But with the comeback of the Honorable Alfredo S. Lim as the City Mayor, and upon call of duty and service to the public, he accepted his appointment as City Government Assistant Department Head III. Not for long period of time on July 11,2007, he was designated as Deputy Mayor with the task to assist the City Administrator and to perform the duties, functions and concerns as maybe directed by the Mayor . Briefly, he was designated as Officer-In-Charge of the City Administrator on September 4- 7,2007. And by virtue of a Special Order issued on February 5,2008, without any doubt on the additional tasks ahead of him, he assumed his position in concurrent capacity as Officer-In-Charge of the City Personnel Office . Currently, he is a Member of the City Personnel Selection and Promotion Board and City Complaints & Grievance Committee.
