The Commission hereby
grant the City Government of Manila authority to take appointments under
the CSC Accreditation Program pursuant to Civil Service No. 021226,
dated September 24, 2002.
To ensure the effective
implementation of the Accreditation Program in that agency, please
request a briefing / orientation on the nature of mechanics of the
Program including guidelines from our Civil Service Commission Regional
or Field Office (CSCRO / CSCFO) before actual implementation. At this
point, may we emphasize your responsibilities under the program.
The appointing authority
shall:
Take final action on
all appointment that he / she issues / signs;
Exercise delegated
authority to take final action on appointments following the terms
and conditions stipulated to the Resolution and within the limits
and restrictions of Civil Service Law, rules, policies and
standards;
Assume personal
liability for the payment of salaries of actual service rendered by
employees whose appointments have been validated by the CSRO.
On the other hand, the
Human Resources Management Officer shall:
Ensure that all
procedures, requirements and supporting parpers to appointments
specified in CSC Memorandum Circular No. 38, series of 1993, CSC
Memorandum Circular No. 40, series of 1998 as amended by CSC
Memorandum Circular No. 30 Series of 1996 have beem complied with
and found to be in order before the appointment is signed by the
appointing authority.
Submit to the CSC -
GSIS Field Office, appointments for trades and crafts position under
Category 2, together with the required documents enumerated in CSC
Memorandum Circular No. 40, series of 1998 for the confernment of
appropriate eligibility before the appointments are signed by the
appointing authority; Maintain a complete, updated, organized and
authentic record / file of appointments and service records.
Prepare and submit to
the CSC - GSIS Field Office within the first fifteen calendar days
of each ensuing month two copies of the month two copies of the
monthly Report on Personnel ACtions (ROPA) together with certified
true copies of appointments issued and finally acted upon; and
Continuously
participate in capability building activities and/ or seek the
technical assistance of the CSCRO / CSCFO on appointment personnel
actions.

Action On Appointments
Pursuant to Section
12 (16), Book V of the Administrative Code of 1987 the Civil Service
Commission is empowered to delegate authority for the performance of
any function to departments, agencies or offices where such
functions may be effectively performed. Thus, this Commission has
embarked on the Accreditation Program.
Under this scheme the
Commision delegates to qualified departments and agencies in the
national and local governments, including government-owned and / or
controlled corporations and state universities and colleges the
authority to take final action on their appointments. Hence,
appointments issued by the accredited agencies are no longer
submitted to the Commission of Approval.
The City Government
of Manila (CGO Manila) is one of the agencies targeted for
accreditation by the Civil Service Commission - National Capital
Region (CSC-NCR).
Results of the
Pre-Accreditation Audit show that the CGO Manila satisfactorily met
all the requirements for accreditation.
WHEREFOR, the
Commission RESOLVES to grant the City Government of Manila (CGO
Manila) the authority to take final action on its appointments
subject to the following terms and conditions:
That the exercise
of said authority shall be subjected to Civil Service Law, rules
and regulation and within the limits and restriction of
implementing guidelines of the CSC Accreditation Program as
amended (CSC Memorandum Circular No. 27, series of 1994);
That this
authority shall cover all appointments issued by the proper
appointing authority for all levels of positions in the career
and non-career service for which he/she is authorized by the law
to appoint;
That the
appointments issued for trades and crafts position which are
covered by the Skills Certification Equivalent Program (SCEP) of
the Technical Education and Skills Development Authority (TESDA)
and classified as Category I shall be in accordance with CSC MC
No. 11, 12 and 30, s. 1996;
That for Category
II positions, the appointments for change of status from
temporary to permanent, together with the required documents
enumerated in CSC NC No. 38, s. 1993, MC No. 40, s. 1998 and MC
No. 15, s. 1999, as ammended, shall be submitted to the Civil
Service Commission Field Office (CSCFO) concerened for the grant
of appropriate eligibility before final action can be taken on
them;
That appointments
issued under this authority shall be subject to monthly
monitoring by the CSCFO concerned;
That the purposes
of immediate and records keeping, the CGO Manila shall submit
within the first fifteen calendar days of each ensuing month to
the CSCFO two copies of the monthly Report on Personnel Actions
(ROPA) together with true copies of appointments acted upon;
That failure to
submit the ROPA within the prescribed period shall render all
appointments listed therein lapsed and ineffective;
That appointments
issued within the month but not listed in the ROPA for the said
month shall become effective 30 days from issuance;
That appointments
found in the course of monthly monitoring to have been issued
and acted upon in violation of pertinent rules, standards, and
regulations shall immediately be invalidated by the CSC-NCR upon
recommendation by the CSCFO subject to Civil Service Law and
rules;
That the CGO
Manila Mayor shall be accountable for all the appointments
he/she issues. In case an appointment is invalidated he/she
shall be held personally liable for the payment of salarie for
actual service rendered by the appointee;
That evaluation
of the extent of observance of the terms and conditions of
accreditation shall be made by the CSCFO concerned after one
year of implementation; and
That the Civil Service Commission reserves the right to withdraw
anytime the authority should there be any irregularity in the
exercise thereof and/or violation of pertinent Civil Service Law
and rules.
The CSC -
National Capital Region, the CSC - GSIS Field Office, the
Commission on Audit and the Government Service Insurance Systems
are hereby furnished copies of this resolution.
