FUNCTIONAL
STATEMENT:
As mandated
under the provisions of Republic Act No. 409, otherwise
known as te Revised Charter of Manila, the Bureau of Permit
was created through Budgetary Legislation to be under the
direct supervision of the City Mayor. The functions of the
office are to grant and refuse municipal licenses / permits
of all classes and to revoke the same should violation of
the stated conditions upon which they are granted are
committed or for any other acts prohibited by law or
municipal ordinance, including the following:
a. Processes,
evaluates, and adjudicates applications for business,
service personnel, original permits for storage of
combustible materials, pedicabs, motorized tricycles,
jeepney / tricycle terminals and special permits, and under
Ordinance 8082 issues registration plates after a Business
Permit is obtained and paid before the start of any business
operation or undertaking;
b. Supervises
and controls the operation of business enterprises,
corporations and public utilities, and to perform such other
duties which will ensure dependable business services;
c. Conducts
field inspection on business establishments to determine
compliance with existing laws and ordinances and their
implementary regulations and verifies public complaints and
effect remedial measures thereon;
d. Issues
notices and / or closure orders to business establishments
found needing certain requirements in their maintenance and
operation, and to withdraw or lift such notices or cosure
orders issued if warranted.
e. Furnishes
the City Administration and the business community with
meaningful statistics for their information and appropriate
guidance.

RATIONALE:
A. Provide
information / advice to local and foreign investors on how
to effectively deal with local government and local
communities to ensure the success of a business project;
B. Facilitate
community-level consultations between the concerned agency
and the local authorities, NGOs, people's organizations and
all other stakeholders;
C. Conduct
problem-solving initiatives to bridge the concerns / issues
raised by the investors and local governments / communities;
D. Help build
the capability of local government and local government and
local communities in undertaking / hosting business
projects, including trainings on customer service using best
practices;
E. Coordinate
with the offices involved in the promotion of investments in
particular industry (e.g. Mining Industry, Manufacturing,
etc.) to ensure consistency of government actions; and
F. Undertake
other tasks as may be assigned by the DILG through the
Undersecretary for Local Government.
OBJECTIVE:
To create and
ensure an environment that is conducive to investments and
business.
PLANS AND
PROGRAMS:
A. We aspire
to enhance this year's collection through excellent and
efficient service by saturating all the six (6) districts of
Manila and penalizing those found operating without the
necessary business permits;
B. Complaints
received shall be acted upon immediately to ensure the
veracity of the complaints and to institute corrective
measures against those found violating existing ordinances;
C.
Verification of the real financial status of applicants for
business permits through ocular inspections, determining if
the capital applied conforms to the business or
establishment's physical features;
D. To
coordinate with and seek the assistance of barangay
officials in the strict implementation of ordinance re:
regulation pertaining to operation of pedicabs and tricycles
and in determining an inventory of the exact number of
pedicabs and tricycles operating in the city.
E. To seek
the assistance of barangay officials regarding the
operations of businesses engaged in motor works, auto
repairs, washing, welding and other similar businesses
causing obstructions to pedestrians;
F. Launching
of media information thru flyer, leaflets, broadsheets,
tabloids, radio and television to encourage small businesses
categorized as underground economy that they need not be
apprehensive in securing permits due to high cost of
license, permit, and regulatory fees because the city is
fair in tax regulations and knows the limitations of those
underground economy which if encouraged to secure
appropriate taxes will surely add big bulk to the city
coffers as those small business operators exist in every
community and they are more dominant than medium or large
scale businesses.
