Pursuant to Sec. 17 of RA 7160, the City of Manila through the Department of Public Services (DPS) shall take charge of the solid waste disposal system or environmental management system and services or facilities related to general hygiene and sanitation. Section 458 thereof also authorizes the office of the Sangguniang Panlungsod to approve and ordinance which shall ensure the efficient and effective system of solid waste and garbage collection and disposal and prohibit littering and the placing or throwing of garbage, refuse and other filth and waste.

DPS administers an efficient system of collection / disposal of solid waste and maintains cleanliness and beautification of the City of Manila.

In order to promote efficient performance of the Department’s functions, DPS is composed of four divisions and six district units, namely:

a.) Administrative Division - incharge of the administrative, personnel and records requirements of the departments.

b.) Finance Division – incharge of the budget and accounting requirements of the department

c.) Property and Procurement Division – incharge of the management and procurement of property and supply requirements

d.) Operations Division – incharge of the research, statistics and monitoring; enforcement and inspection; special projects, motor pool and maintenance requirements

e.) Six district Units – incharge of solid waste management and environmental sanitation functions
